Las políticas fiscales en tiempo de crisis: volatilidad,
cohesión social y economía política de las
reformas
Durante los días 19 y
20 de mayo de 2009 se llevará a cabo en Montevideo, Uruguay,
una conferencia sobre política fiscal que dará continuidad
al diálogo bi-regional sobre cohesión social con
especial énfasis en las políticas fiscales. El evento
se enmarcará en los compromisos adquiridos en la V Cumbre
ALC-UE realizada en mayo 2008 en Lima - donde los países
concordaron concentrar sus acciones en la reducción de
la pobreza y la inclusión social, y en el desarrollo sostenible
y el cambio climático. La conferencia en Montevideo servirá
como un paso preparativo para la VI Cumbre ALC-UE, a realizarse
en España en el año 2010.

Fiscal policies in times of crisis: volatility, social cohesion
and the political economics of the reforms
A conference on fiscal policy
will be held in Montevideo, Uruguay, on May 19 and 20, 2009 that
will provide continuity to the bi-regional dialogue on social
cohesion with special emphasis on fiscal policies. This event
is aligned with the comittments entered into during the V LAC-EU
Summit held in Lima in 2008 where countries agreed to concentrate
their actions on the reduction of poverty and social inclusion,
sustainable development and climate change. The Montevideo conference
will be useful as a preparatory step for the VI LAC-EU Summit
to be held in Spain in 2010.

Fiskalpolitik in Zeiten der Krise: Volatilität, soziale Kohäsion
und politische Ökonomie der Reformen
Am 19. und 20. Mai, 2009 wird
in Montevideo, Uruguay eine Konferenz zur Fiskalpolitik in Zeiten
der Wirtschaftskrise stattfinden. Diese Konferenz führt den
Dialog zwischen Europa und Lateinamerika sowie der Karibik zur
Thematik der Sozialen Kohäsion fort. Auf dem V. EU-LAK-Gipfel
in Lima im Mai 2008 fassten die Länder den Beschluss, sich
zwei bedeutsamen Herausforderungen zu stellen: einerseits der
Verringerung der Armut und der Notwendigkeit von Gesellschaften
mit höherem sozialem Zusammenhalt und andererseits der nachhaltigen
Entwicklung und dem Klimawandel. Die Konferenz in Uruguay dient
als vorbereitender Schritt für den VI. EU-LAK-Gipfel, der
2010 in Spanien stattfinden wird.

En el Foro ALC-UE: “Políticas
fiscales para la cohesión social y la lucha contra
la pobreza” llevado a cabo en Berlín en el
2008, se subrayó la importancia de las políticas
públicas para lograr sociedades más inclusivas
y una mejor distribución del ingreso. Los participantes
propusieron continuar con el diálogo biregional en
torno al tema, con especial énfasis en las políticas
fiscales. |

The LAC-EU Forum "Fiscal
policies for social cohesion and the fight against poverty"
held in Berlin in 2008, highlighted the importance of public
policies to achieve more inclusive societies and better
income distribution. Participants in that Forum proposed
continuing with the bi-regional dialogue on this issue,
placing special emphasis on fiscal policies. |

Während des
EU-LAK Forums “Fiskalpolitik für soziale Kohäsion
und den Kampf gegen Armut”, das im Jahr 2008 in Berlin
stattfand, wurde die Bedeutung öffentlicher Politik
für die Schaffung von Gesellschaften mit höherem
sozialem Zusammenhalt und eine bessere Einkommensverteilung
hervorgehoben. Die Teilnehmer an jenem Forum schlugen vor,
den biregionalen Dialog bezüglich dieses Themas fortzuführen,
wobei sich das Augenmerk insbesondere auf die Fiskalpolitik
richten sollte. |
